Abstract

This paper explores a range of issues related to the development of the vocational education and training (VET) workforce. It examines key issues underpinning professional development structures and proposes a set of features integral to a comprehensive workforce development strategy. In particular it looks at the suitability of the Certificate IV in Training and Assessment, pathways to other educational qualifications, the feasibility of introducing a registration system for teachers and trainers, and potential changes to regulatory arrangements to help improve the take-up of professional development at provider level.
