This paper uses a review of the literature to examine quality as a concept and in the context of providing an operational understanding. TQM is presented as a holistic approach which requires customer orientation, empowered people, attention to the process, a good quality system, and continuous improvement. The concepts, theories and components are assembled into a new model for TQM.
