This paper contrasts two competing paradigms for organizational decision making which have their origins and roots outside of education but which are currently visible in education operations and R & D. The exposition begins with an illustration, describes the historical roots of the two paradigms, presents their major characteristics, and finally discusses the trade-offs in actual decision making resulting from the conflicting assumptions embodied in the paradigms.
