This paper suggests that there is a need to move from andragogy towards truly self-determined learning in vocational education and training. The concept of self-determined learning is known as heutagogy and the authors suggest that it is appropriate to the learning needs of learners in the workplace of the twenty-first century, particularly as a means to develop individual capability. The paper discusses the concept and a number of implications for it in relation to vocational education.
