This Guide is directed toward senior Division and District personnel at the Texas State Department of Highways and Public Transportation for the purpose of increasing their awareness of project constructability. Constructability is defined as a measure of the ease or expediency with which a facility can be constructed. Information is provided on the relationship between constructability, value engineering, and productivity. The questions of why and when to pursue constructability are addressed. Also discussed are factors affecting highway constructability. A brief overview of a constructability enhancement program is given, including objectives and issues, tools for implementation, several case histories, and program implementation barriers and recommendations.
