Delays in MARA management procurement construction projects have long been a significant issue, hindering the timely implementation of MARA’s strategic plans. This paper surveys the major causes of such delays by administering a questionnaire that identifies 18 potential factors. The study examined 12 ongoing MARA construction procurement projects in Peninsular Malaysia, surveying PMC executives, resident engineers, clerks of works, and MARA state directors, project officers, and engineers, with 58 of 70 questionnaires returned. Results show that cash flow and financial difficulties, poor site management, and ineffective contractor planning and scheduling are the primary delay drivers, and the authors propose several mitigation steps for future projects.
