New differential cross section and analyzing-power data for 800-MeV ${p}_{\mathrm{pol}}$+$^{12}\mathrm{C}$,$^{116,\phantom{\rule{0ex}{0ex}}124}\mathrm{Sn}$ inelastic scattering to the first ${2}^{+}$ states are presented. A distorted-wave Born-approximation analysis which utilizes collective form factors and includes deformation of the spin-orbit potential is shown to provide a reasonable description of the analyzing-power data.
