Policy Referencing
Policy Referencing is a form of policy learning in which policymakers, while formulating domestic reforms, selectively attend to the existence, design, or performance of policies in other jurisdictions without direct adoption or replication, distinguishing it from fuller forms of policy transfer or borrowing by emphasizing symbolic or informational use over substantive importation.
