Phased Development

Phased Development is a land development strategy in growth management in which the build-out of a project or urban area is deliberately divided into a series of sequential stages, each governed by specified timing, infrastructure, and performance conditions, so as to coordinate growth with available capacity, mitigate impacts, and permit periodic review and adjustment.
