Abstract

A MONG all postwar problems none is more constantly discussed and no demand more rightly made than that the persons who, as members of the governments or of the armed forces, or as subjects of the Axis Powers, have committed certain offenses against international law should be brought to justice.'What are the offenses for which retribution may be claimed, and what are the principles of justice applicable to these offenses?I.
