The research demonstrates the use of prefabrication in housing as an inevitable choice in China, which consists of factory-made components or units. Prefabricated components that speed up the construction time may result in lower labor costs and less wasted materials than in site-built construction. This study tries to analyze the interest between government and construction industry by using evolutionary game theory and build a game model of government-construction enterprises. This study tries to explore the stability and feasibility of government policy in promoting prefabricated construction and realize development and dynamic evolution processes of their decisions during construction.
