Abstract

Adopted last December in Paris at the COP21, the agreement on climate change in Paris officially entered into force on Friday 4 November 2016, three days before the COP22 in Marrakech. Of the 192 signatories to the agreement, 92 countries have already ratified it, exceeding widely the minimum threshold of 55 countries representing 55% of the world's greenhouse gas emissions required for its entry into force. In Marrakech, on 18 November 2016, countries have accelerated global climate action against climate change in a wide range of areas at the United Nations Climate Change Conference, by advancing the political objectives and practices Of the Historical Agreement of Paris on climate change. Governments have made progress in key areas of climate action, including climate finance, adaptation, the reinforcement of capacities and technology. Parties welcomed the progress made by donors of funds to achieve the goal of jointly mobilizing $ 100 billion annually by 2020 to the benefit of developing countries through public and private financing. Several Member States of the European Union also promised more than $ 81 million to the Adaptation Fund. During COP 22, the Global Environment Fund (GEF), a multilateral funding agency, announced a capacity-building initiative for transparency supported by 11 developed countries Donors up to $ 50 million of funding. Overall, the Green Climate Fund is on the way to approve $ 2.5 billion to allocate to projects.
