This article describes a framework for the stages of migration. The framework helps workers obtain knowledge of the needs, experiences, and circumstances of new immigrant groups and future newcomers. It enables practitioners and organizations to examine the relevance of previous immigrant group experiences and attendant service delivery patterns to current experiences and program responses. The framework has generic and specific usefulness because it can be applied to all immigrant groups and to specific groups. It can also be applied to the individual immigrant.
