The paper describes a hybrid model which combines the goals-achievement matrix approach with goal programming. It allows for the explicit incorporation of the different objectives and values of the partners to the decisionmaking process and other affected parties in the determination of the preferred set of policies. In addition, it can deal with diminishing utility and the lexicographic ordering of objectives. The use of the model is demonstrated with a hypothetical example of a neighbor hood rehabilitation program. The application of sensivity analysis in the decisionmaking process is discussed also.
