The performance of a cell multiplexer handling bursty input traffic is analyzed to evaluate the relation between cell loss rate or delay time and input traffic burstiness. A buffer design guideline is introduced for determining the queue size that satisfies service quality, such as permissible loss rate and delay time, on the condition that input traffic characteristics are given. Input traffic management and a congestion control scheme with a marking method are also discussed.
