A judicial model of evaluation has been proposed as an approach to facilitate the use of information for decisionmaking (Wolf, 1974; 1979). The actual judicial hearing can take various forms. In some presentations of the model, one evaluator serves as an advocate of the program. Wolf (1979) presents examples of how the model has been employed and reports its impact on decisionmaking.
