Can educational decisions be made on a rational basis? Educational practice is based on theoretical knowledge. Choice of means, therefore, reduces to choice among competing theories. Such choice involves "technical criteria" and, most importantly, our "framework assumptions." These tell us what should be done, and, when we have analysed competing theories in terms of the technical criteria outlined, provide a basis for judging which approach is likely to be both effective and morally acceptable. These are important implications for adult education theory, research and practice.
