We explore the normal-state transport properties of electrons bound to a plane by Coulomb interaction. This system can be described by two types of quasiparticle excitations with wave functions extended in the perpendicular direction. They form two overlapping subbands characterized by different relaxation times due to scattering centers on the plane. The transport is dominated by the upper-subband contribution. We find the Hall coefficient, the in-plane resistivity, and the Hall angle to be similar to those of the high-${\mathit{T}}_{\mathit{c}}$ materials like Y-Ba-Cu-O at different stoichiometry and element substitutions.
