Ship Targeting System plays significant role in guiding Port State Control inspections. However some disadvantages of the current system are observed due to the limitation of its mathematical model. This study introduces a new mathematical model with advantages of automatic optimization and self-evolution, by using Generalized Additive Modeling corrected by parameter of Excess Factor. Besides, the method for Ship Targeting System combining the factor of maritime accidents is introduced. Sample data collected from Ningbo MSA are used to validate the new mathematical model. The result shows the risk value for coming vessel predicted by the new mathematical model is coincident to the actual detention rate. It can be concluded that by using the new mathematical model, negative Matthew Effect can be relieved and Ship Targeting System can be automatically optimized and self-evolutional.
