Abstract

Ju ne 1977, volume 22 In this article a framework for evaluation studies is suggested. Possible classifications of evaluation studies are discussed and a distinction is made between evaluation and policy studies. The possible uses of evaluation studies are shown as they relate to kinds of decisions and the organizational framework in which decision making takes place. The organizational framework includes assumptions about program managers who maximize utility in relation to agencies that are a part of a meansend hierarchy. It is shown how production and outcome functions are related to decision making. The organizational framework together with the functional relationships are used in a model which shows that the resistance of program managers to using findings of evaluation studies to improve the operations of an agency is rational and understandable in terms of maximizing utility. To demonstrate the usefulness of the model developed, terms often encountered in the literature such as outcome, outputs, inputs, efficiency, effectiveness, and policy analysis are tied together in a general evaluation model. The main features of the model are then interpreted geometrically..
