Secure Tenure is a property rights regime that grants individuals or groups legally recognized, enforceable, and enduring rights to use, control, and transfer land, thereby distinguishing it from insecure or informal land arrangements by ensuring protection against arbitrary dispossession and fostering long-term investment and land governance.
