Revenue Pooling
Revenue Pooling is a fiscal mechanism within the domain of intergovernmental finance whereby multiple jurisdictions consolidate their revenues into a common fund, which is then reallocated according to a predetermined formula, distinguishing it from other revenue-sharing arrangements by its reliance on a centralized, aggregated revenue base rather than direct bilateral or asymmetric transfers.
