Priority-Based Evacuation is a phased evacuation strategy that allocates evacuation resources and timelines according to the relative vulnerability, risk exposure, or criticality of individuals or groups, thereby distinguishing itself from uniform or sequence-agnostic evacuation models by systematically prioritizing those at highest risk or with greatest need for immediate egress.
