Preparedness Vulnerability

Preparedness Vulnerability is a theoretical construct that denotes the degree to which individuals, communities, or systems lack the capacity to anticipate, absorb, adapt to, or rapidly recover from disasters despite existing preparedness efforts, distinguishing it from related vulnerability concepts by specifically linking deficit in readiness to decision-making processes and resource allocation prior to hazard exposure.
