Policy Circulation
Policy Circulation is a conceptual framework within the field of comparative policy studies that refers to the dynamic, multidirectional, and often informal movement of policy ideas, practices, and instruments across political and geographical contexts, distinguished from linear models of policy transfer by its emphasis on recursive adaptation, hybridization, and the role of non-state actors in reshaping policies through networks and discourses.
