Institutional Neglect

Institutional Neglect is a form of systemic failure within formal care organizations—such as child welfare systems, residential facilities, or healthcare institutions—wherein the persistent omission of required services, supervision, or basic needs provision results in harm or risk to dependent populations due to organizational policies, underfunding, understaffing, or administrative indifference rather than individual caregiver misconduct.
