Implementation Deficits is a theoretical construct in the study of legal transplants that denotes the gap between the formal adoption of a legal rule or institution and its effective operationalization within a recipient legal system, distinguished by the insufficiency of institutional capacity, regulatory enforcement, or socio-legal practices necessary to realize the intended function of the transplanted law.
