2EEMCO (The European Group for Efficacy Measurements on Cosmetics and Other Topical Products) was created in 1994. It is a group of independent experts from private and public areas from different Member States of the European Union and with competence in the field of instrumental assessment of cosmetic products. EEMCO prepares overviews of existing evaluation methods and analyses the advantages and limitations of the existing techniques to provide general guidance to both the experimenter and the inspector. 3 This document represents the agreed report of the participants as individual scientists.
