Results from theoretical and experimental studies on random signal estimation and measurement pertinent to flight vehicle vibration problems are presented. Part I, Theoretical Studies of Random Signal Estimation, develops new basic mathematical ideas for nonstationary data analysis. Part II, Experimental Studies of Random Signal Measurements, investigates previously derived theoretical expressions for expected measurement uncertainties in zero crossing estimates, power spectra (mean square) estimates, and amplitude probability density estimates.
