Two kinds of factors are generally considered in the layout of public service facilities: the geometry factors and social-economy factors. However, the existing methods are mainly focused on one kind of factors or part information of one kind of factors. Therefore, a general algorithm that takes both kinds of factors into consideration is necessary. For this purpose, a new method based on Voronoi diagrams is proposed, which gives three different spatial analysis methods: population-oriented method, area-oriented guidance method, and population-area-oriented method. The algorithm can decide how to reserve, delete or add facilities in the process of public service facility layout, so that an optimization of the layout can be achieved finally.
