Summary A cognitive approach to decision-making in highly uncertain situations is presented in this paper and seen in relation to more statistically oriented approaches which basically assume predicability and therefore are less applicable in the situations referred to. This approach, which centers on two cognitive dimensions, differentiation and degree of causal linking, should facilitate the analysis of organizational decision-making in instances involving radically new action, e.g. the
