In this article problem of natural monopoly regulation is considered. Discussion is focused on one of the two well known methods of regulation: conduct regulation. This method was applied in Great Britain in regulation of telecommunications. Conduct regulation has two basic characteristics: it is based on price control and its application seeks perfect monitoring and control system. After five years of application, effects were positive: prices were reduced, productivity increased as well as earnings per share.
