Abstract

HITCHENS D. M. W. N., WAGNER K. and BIRNIE J. E. (1991) Northern Ireland's productivity failure: a matched plant comparison with West Germany, Reg. Studies 25, 111–121. Comparison of thirty-nine matched pairs of manufacturing plants in Northern Ireland and West Germany shows Northern Ireland to have relatively low labour productivity and inferior product quality. Whilst continuing the methodology the authors developed at the National Institute of Economic and Social Research (London), with plants being matched by product type and size, this study is unusual in the wide range of manufacturing sectors considered. Machinery in Northern Ireland was distinguished by its age, appropriateness, utilization, manning levels, breakdowns, investment criteria and extent of subsidization. Northern Ireland plants were also characterized by fewer managerial qualifications, lesser shopfloor skills, higher incidence of strikes, unco-operative labour attitudes and (in some cases) more frequent absenteeism and labour turnover.
