<para xmlns:mml="http://www.w3.org/1998/Math/MathML" xmlns:xlink="http://www.w3.org/1999/xlink"> State estimation measurements within a substation are routinely considered Gaussian and independent. In this paper, the questionable independence assumption is dropped and a statistical procedure is proposed to estimate the measurement variance-covariance matrix. The well-known weighted least squares technique for estimation is then modified to take into account measurement dependencies. Two case studies are analyzed and conclusions duly drawn. </para>
