Planar optical waveguides overlaid with electrochemically modulated sensing films constitute a powerful new class of chemical transducer. The effects on the modal absorption spectrum of depositing a highly absorbing electrochromic film on an optical waveguide are modeled. Theoretical and experimental results are given for such a device consisting of a lutetium biphthalocyanine film deposited on an indium tin oxide-coated potassium ion-exchanged glass waveguide, for application as a chlorine sensor.< <ETX xmlns:mml="http://www.w3.org/1998/Math/MathML" xmlns:xlink="http://www.w3.org/1999/xlink">></ETX>
