Abstract

The objective of this project is to use the existing data, surveillance and communications infrastructure (to the extent possible) to develop two case study evaluations using the Portland, Oregon metropolitan area as the testbed. This volume, Volume 2, addresses the COMET incident management program. It includes a literature review as well as a determination of the costs and benefits of the program. This study included the extraction and display of incident data from 2001 with a more detailed look at the I-5 corridor. Further analysis estimates the cost of delay in the region and how COMET is effective in achieving the goal of delay reduction. A final objective was to demonstrate the use of archived data from multiple sources as an evaluation tool.
