Internal dilution with simultaneous maintenance of the concentration of magnetic ions at a higher level at the surface is proposed as a source of surface magnetism. Calculation shows that the most favourable conditions for this effect occur for a concentration of internal magnetic ions slightly in excess of the percolation concentration.
