The purpose of this paper is to present the artificial fish-swarm algorithm(AFSA) based approach with a irrigation zone water optimization allocation problem, to demonstrate the efficiency of the algorithm in handling complex mathematical problems as well as non-convex water resource management problems. In the approach, the normal artificial fish is extended to be two dimension artificial fish. In the two dimension artificial fish, each vector can express a group of tasks. By designing the behavior of two dimensions, the water allocation algorithm based on two dimension artificial swarm algorithm is put forward. The study shows that the artificial fish-swarm algorithm is not complicated to use and does not require much mathematical sophistication to understand its mechanisms. The artificial fish-swarm algorithm can be considered as an optimization tool able to provide water optimization allocation.
