The measurement of the absorption of centimeter radiation in water vapor described by Becker and Autler (preceding paper) is based on the assumption that the thermocouple readings are proportional to the $Q$ of the cavity and its contents. The conditions for this are investigated theoretically. An expression for the $Q$ of a hole in the wall of the cavity is derived for use in the measurements of $Q'\mathrm{s}$ on an absolute basis.
