ABSTRACT Mean climatic conditions in western Kansas, as measured by the Palmer Drought Index, remained unchanged between 1887 and 1968, but the variance and persistence changed considerably. These changes are related to the selfperpetuating nature of drought and to changes in the nature of northern hemispheric circulation.
