Under the simplifying assumption of constant fractional ionization, a general relation is derived for the velocity vorticity dependence on the fields and forces present in a magnetized plasma. It is shown that time and, for a moving plasma, space variations of the magnetic field will lead to rotation if the plasma has the usual tensor conductivity, i.e. exhibits Hall effect.
