This article by William Seltzer Staff Associate in the Demographic Division of The Population Council is based on a paper he gave before the American Association for the Advancement of Science on December 29 1969 in the session entitled Evaluation of Family Planning Programs arranged by Dr. Zenas Sykes of the Department of Population and Family Health The Johns Hopkins University. The author wishes to acknowledge the helpful comments he received from many of his colleagues at The Population Council in connection with the preparation of the earlier version of the report. In addition the present version particularly benefited from the suggestions of Ronald Freedman Eli S. Marks and Benjamin Tepping. The report is of interest because it illustrates many of the difficulties involved in measuring the fertility changes attributable to family planning programs. (excerpt)
