In 1960, educational research institutes from ten countries decided to carry out a joint survey of mathematics achievement in their respective countries. This association of research centers called themselves the International Project for the Evaluation of Educational Achievement (IEA). The countries were Belgium, England, Finland, France, Israel, Japan, the Netherlands, Scotl and, Sweden, and the United States. In late 1962 and early 1963 Research centers from Australia and the Federal Republic of Germany e ntered the project on an associate basis.
