Abstract

Ensuring a successful transition from relief to development has proved to be problematic. Institutional complexities complicate complex emergencies still further and in some cases aid has fuelled conflict. Combining peace keeping with humanitarian assistance is particularly sensitive. This article analyses a series of issues which can contribute to an institutional impasse in trying to resolve complex emergencies. It outlines the evolution of thinking on these issues throughout the 1990s.
