We consider electron--acoustic-phonon scattering in a two-dimensional electron gas, in a smooth random potential and a very strong magnetic field when the electron drift velocity is smaller than the sound velocity. Under the latter condition local electron-phonon interaction is forbidden by \ifmmode \check{C}\else \v{C}\fi{}erenkov restrictions and global properties of the electron state define the interaction. We calculated the lifetime and the energy relaxation rate for electrons occupying extended states with fractal structure near the percolation threshold. Sound absorption by electrons in such states is also considered. \textcopyright{} 1996 The American Physical Society.
