The author calculates the cross sections for vibrational, spin and rotational excitation in the framework of resonance theory. The formulae given are more general than the formulae given by previous workers in various respects. Spin and parity are included. The usual simplification of a local width Gamma (R) for the resonant state are not introduced. The author assumes scattering by purely resonant excitation in all inelastic channels, and examines the influence of potential scattering on the angular distribution for the inelastic channels; potential scattering has always been neglected in the literature, explicitly or implicitly, but it is emphasized that this assumption is quite restrictive. Some applications to the resonances NO- 3 Sigma -, 1 Delta , 1 Sigma + and O2- 2 Pi g. are given.
