Long before I entered the field of health policy analysis, I was a methodologist. Methods, therefore, are important to me when discussing health care information and its uses. This view is shared by some of the other speakers. We must understand the reliability, validity, strengths, and weaknesses of the measures we already have or we must plan to develop so that we do not misinterpret these measures.
