An analysis of international cooperation in the public research and development programs of Korea

Abstract

Summary This paper describes the characteristics of international cooperation (IC) in public research and development (R&D) programs organized by the Korean government. In particular, using quantitative data, it analyzes differences in research output between the R&D programs that are specifically designed by the government to promote IC and the general government‐funded R&D programs. One of the most remarkable findings is that IC occurs most frequently in basic research and technology areas where Korea has either relatively low or high technological advancement. In addition, there is a positive relationship between IC and the research output. In conclusion, we also draw policy implications regarding international public R&D cooperation practices in Korea.
