This approach paper is prepared as part of the inclusive cities programmatic approach, a multi-year initiative launched by the social, urban, rural, and resilience global practice (GSURR) in October 2013. In line with the World Bank’s twin goals of ending extreme poverty and boosting shared prosperity, the programmatic approach aims to assist the Bank, development partners, and client countries to identify and design more effective policies and programs for promoting inclusive city development. The approach paper primarily targets an internal audience with an aim to guide Bank staff to initiate dialogues, promote further analyses, and support operations in the direction of a multi-dimensional approach to inclusive cities. Four background notes were commissioned under the inclusive cities programmatic approach which also influenced the paper: (i) access to affordable land and housing, infrastructure, basic services; (ii) economic opportunities for all; (iii) engagement of excluded groups in inclusive cities; and (iv) lessons learnt from Brazil’s experience. The approach paper concludes with an update on ongoing activities and next steps.
