An analytical approach is shown to optimize the different parameters involved in a handover decision making. These include the received signal averaging time, hysteresis level and the handover delay. It is shown that for accurate and stable handover in microcells, a short averaging time and a large hysteresis level are desired, while the reverse is true for macrocells.
